Quite a learning curve here, so hopefully someone will benefit from what I've learned. First, the single groove pulleys that could be used by all non-power steering cars. Note the one with the extension has two threaded bolt holes. The one without requires a spacer which is shown.

To incorporate the power steering one needs the second pulley that bolts on. The part number for the single groove is EBY-6312-B and the part that bolts to it is EBY-66319-A (AKA B4AZ-6A312-B). The non PS pulley is PN EAN-6312-B1 and is for sale, along with the NOS spacer, with it's original box.

the one you have on there now has 3 grooves probably a 56-7 or later air conditioning pulley the one with extension is probably for a 54 truck.but if your happy.also the pump and bracket are later ones by that I mean the bracket on pump not part on engine.not sure why the huge washer.as you said OP played with things or words to that effect.so it fits right in now.I think if that pulley fit you probably have a later Y block.block, head, intake #s will tell the tale the 239 pulley would be 6 1/16 and yours probably measure 6 11/16.he could have changed the timing cover and the front steady rest as the bigger pulley would not fit as it is too large.not a bg job if they we handy.

The part numbers match the numbers listed in the parts catalog for a '54. Why it has 2 plus one groove is a mystery to me. The large washer is on the adjustment bolt, I suppose I could downsize it easy enough. The bracket connects to both the water pump and the block.
It is definitely the correct item. It is definitely a 239 y-block. The bare block came out of a crate from the factory and is EBU. The crankshaft, rods, heads, cam and external parts were supplied from three different 239s I have for parts. The whole assembly matches the one that a gentleman on Facebook was kind enough to post for me.
